| Create a new document with yours required size ( I have use 150x150) with a white background. Press D & X on your keyboard to reset your colours. |
Then Go to
Filter > Texture > Grain
And use the below settings. |

Set your foreground colour to a bright green, and your background colour to black. |

Filter > Artistic > Neon Glow
And use the same settings as below: |

This is where the effect really comes to life.
Go To:
Filter > Stylise > Glowing Edges
Use the same settings as the one's as below. |
